Most cities have a sign maker of some kind capable of bending the neon you need for the robot.
Take these two provided images to your local vendor and see if they can make it.

The larger image shows the bends needed in the neon to get the proper number of lines and shapes. The second cut-a-way shows an average neon support system that defines the curves that the lines must follow.

Where the power terminals end up is up to you but I found that straight back gave me ample access to the terminals

I use 10mm neon some use 8mm, I think 10 looks better.

My local guy did it for $135 which I thought was very reasonable.
